Tokyo was reduced to rubble after a series of devastating earthquakes struck the city in 2014. Consequently, the new city centre was erected on the site of Nishitokyo. Amidst this, Shinjuku and the flooded Minato wards degenerated into slum neighbourhoods. Since the immigration laws of 2040 were enacted, more and more immigrants, mafiosi, and terrorists have been drawn to the area since the immigration laws were enacted, and it is now the world's foremost centre of organised crime and drug trafficking. The year is 2049, and two ladies are about to go on a mission to capture a violent drug kingpin.
